VISION
The Commission was created as a professional body with the aim of carrying
out activities assigned within a context of management transparency and continuous
training and evolution.
MISSION
The Commission is an agency under the scope of the Secretariat of Industry,
Trade and Small and Medium Enterprise (the Secretariat) of the Ministry of
Economy and Production.
The Commission is the Authority responsible for the application of international
trade regulations, in particular regarding injury investigations in cases
of alleged dumping, subsidization, and safeguards investigations. In addition,
the CNCE elaborates reports and analysis on international trade and
trade policy. Its activities are complementary to the responsibilities
of other trade-related government bodies.
Our Mission is fully developed in section 3 of Decree 766/94, creation of
the Commission:
1. (a) To conduct investigations and analysis of injury to domestic production
as a result of imports effected under conditions of unfair competition as
defined by Article VI of the GATT (currently WTO), in the framework of the
laws and regulations governing its implementation in the Argentine Republic;
2. (b) To analyze the injury that a significant increase in imports might
cause to domestic production and assess whether it is appropriate to introduce
safeguard measures, in accordance with Article XIX of the GATT (currently
WTO), in the framework of ibidem.
3. (c) at the request of the Secretariat of Trade and Investment, to analyse
the aspect of injury to domestic production, in connection with the evaluation
of foreign trade policy measures resulting from the application of the Customs
Code and other relevant legislation;
4. (d) to propose appropriate measures, whether provisional or final,
to alleviate injury as set out in the foregoing paragraphs, including voluntary
price agreements, and to review them periodically and assess whether they should
be continued;
5. (e) to undertake continuous monitoring of trends in international trade
and the effects of foreign competition on domestic production, identifying
cases of actual or potential injury;
6. (f) to apply the provisions contained in international treaties on matters
relevant to its missions and functions, acting as the competent national
body for that purpose;
7. (g) to undertake such other studies, analysis and advice as falls within
its areas of competence, or as specifically requested by the Secretariat
of Industry, Trade and SME.
STRATEGIC AIMS
Promoting the application of tools against unfair trade and of safeguards
based on economic reasonableness and agreement to international rules,
both in Argentina and in those countries having a significant trade relationship.
Collaborating in the training of professionals in international trade and
competitiveness, so that they could identify and defend with success the
interests of our country; and to achieve international acknowledgement in
the subject.
DISSEMINATION
The Commission shows the information related to its activities
through the media, the Commission’s website and a free electronic bimonthly
bulletin.
Regarding the dissemination in the press and other communication means, this
is made only in order to promote a project or an event. In this respect,
there is a program engaged in the dissemination of CNCE activities in the
Provinces and Universities.
